Iraq's Federal Supreme Court ruled earlier this month that a bilateral agreement with Kuwait regulating navigation in the Khor Abdullah waterway was unconstitutional.
Iraqi Prime Minister Mohammad Shia Al-Sudani wants to overcome the dispute with Kuwait over maritime navigation in the waterway.
