U.S. President Donald Trump has proposed a contentious plan to permanently relocate over two million Palestinians from Gaza to neighboring countries such as Egypt and Jordan. His vision includes transforming the war-torn strip into a resort destination, with U.S.-led reconstruction efforts focused on rebuilding infrastructure and stimulating economic growth.

The Position of Saudi Arabia, the UAE, and Qatar

Saudi Arabia and the UAE, key players in regional diplomacy, have remained cautious in their response to Trump’s plan. Riyadh, which has been in discussions with Washington over potential normalization with Israel, is unlikely to support any move that undermines its long-standing position on Palestinian statehood.
The UAE, which has already established ties with Israel through the Abraham Accords, has also signaled reservations, preferring a diplomatic approach over drastic measures that could inflame tensions.
Both nations are focused on maintaining stability to safeguard their economic ambitions and large-scale development projects, making them wary of any proposal that could further destabilize the region and scare investors.
Qatar, a key mediator in the Gaza situation, has strongly opposed any forced displacement of Palestinians. Doha has long supported Hamas politically and financially, while also playing a critical role in ceasefire negotiations. Qatari officials have condemned Trump’s proposal, emphasizing that a lasting solution must be rooted in Palestinian self-determination rather than mass relocation. Given its role as a mediator, Qatar is likely to continue pushing for diplomatic solutions, working closely with regional and international stakeholders to de-escalate tensions. Moreover, Doha will steer away from any move that would impact the strides it made in relations with Washington, which were consolidated during former President Biden’s tenure.

Israeli Considerations and Regional Security

Israel has signaled that it may implement aspects of Trump’s plan if Hamas fails to release hostages by a set deadline. This raises concerns of further escalation, particularly as tensions remain high following the war in Gaza.
The growing far-right camp within Israel openly welcomed Trump’s proposal, while other figures described it as unrealistic.
Meanwhile, countries like Egypt and Jordan—key stakeholders in the Palestinian issue—have resisted any attempts to force a mass displacement of Palestinians into their territories, fearing destabilization and long-term geopolitical consequences.
Trump’s proposal, rather than offering a resolution, risks deepening regional instability with direct consequences for Red Sea security, as the Houthis will likely expand attacks on commercial vessels and Israel.
